Abstract
Politics has different basis and requires some principles to functioning. The standard of balance of power imposes upon the authorities a purpose of fright and might subsequently effect in respect for different nations. Creating a reason of fright for the nations which policies might disrupt the harmony, the value of balance of power might form a real sanction for the universal order of nations. Anything historians evaluate currently as the European equilibrium of power system arise in the seventeenth century after the fall of medieval thought of the world order that symbolized the dying tradition of the Holy Roman Empire.
The world was ruled by emperors or monarchs, which were considered to be the rulers of the God in the secular world and one pope who was ruling the Church. A lot of contradictions were build up during this medieval period of time between the Emperor of the Holy Roman Empire and the papacy. These actual clashes granted several conditions for the change of the various feudal thoughts and brought the founding ideas for constitutionalism and democracy. As part of Europe, France, England and Spain did not bow to the Holy Emperor but were part of the Catholic Church.
