Abstract
In the 80's, a group of cities of Ile de France decided to create an important syndicate because of the huge amount of waste they generated. Nowadays, this syndicate is composed of more than 85 cities, and is at the service of more than 5.3 million inhabitants. Consequently, SYCTOM takes care of the biggest region of France. The syndicate functions on the principle of democracy and the model of a town council. SYCTOM is an administrative publicly-owned establishment which concerns the code of the cities. On the political level, it is directed by a committee of elected officials and on the operational level, it is composed of boards. Moreover, it is important to point out the Eco-Emballages company which has been created to encourage citizens to sort out their own waste.
