[...] Once democratic institutions are strengthened, the Palestinian Authority must engage in formal negotiations with Israel based on the strategic proposal. The international community would then provide political and economic support to accompany the effective implementation of the agreements. As progress is made on the ground, particularly in terms of democratic construction and durable ceasefire, the gradual lifting of diplomatic and economic isolation of Palestine would be considered by the international community. More broadly, the demilitarization process must concern both states and operate progressively, spreading over several years based on objective criteria. [...]
