Spring 2003 evokes in everyone's mind the occidental division on the Iraqi issue between Russia, Europe and the United-States. It has paralysed the United Nations, founded in San Francisco (the 26th June 1945) and the North Atlantic Treaty Organization, founded in Washington in 1949. Nevertheless, since the Iraqi War ended, the diplomatic hostilities have been decreasing. Today, the transatlantic relations are quieter even if both of the parties stay on its first stance.
