This document examines the major ethical challenges and risks in the field of health and public health, highlighting the tensions between fundamental values, risk management, and decision-making.

[...] Conclusion The COVID-19 pandemic has highlighted the complexity of ethical issues facing healthcare actors. Whether it's the constant search for balance between inherently divergent values, the ethical management of uncertainty, or the inherent tensions in political decision-making, many challenges remain to be addressed. It appears crucial to develop a reflective culture imbued with ethical consideration capable of guiding practices at individual, organizational, and political scales. The systematic integration of the ethical dimension into decision-making processes and strengthened collaboration among all actors are promising avenues for addressing these major issues in the service of the public interest. During a health crisis such as a pandemic, restrictive measures are imposed to curb the spread of a virus, temporarily reducing certain freedoms in the name of the greater good (Désy et al p.5). Nevertheless, a fair balance must be struck to avoid disproportionate attacks on individual rights and freedoms, which are also fundamental values (Filiatrault et al p.16). [...] Ethical issues related to the management of health risk The ethical management of health risks poses many challenges to public health authorities. Managing uncertainty is at the heart of their mission and requires the implementation of health plans, whether it is during predictable events such as seasonal flu or unpredictable crises such as the COVID-19 pandemic (McDougall p.3-9). However, science does not always allow for precise quantification of the scope and gravity of a threat in advance. The precautionary principle thus presents itself as an essential tool for decision-making in situations of uncertainty, allowing for the preventive adoption of provisional and proportionate measures (Désy et al p.7).
