This research analyzes the integration of Sustainable Development Goals into public policies in Brazil and Argentina under populist governments.
[...] In fact, the working hypotheses formulated for this research are developed in such a way as to explore the potential impacts of political populism on the adoption and implementation of the SDGs. They suggest, in particular, that governments led by so-called 'populist' leaders, such as Jair Bolsonaro in Brazil and Javier Milei in Argentina, may be less inclined to put in place coherent and sustainable policies aimed at achieving the SDGs. These hypotheses also highlight that political populism tends to prioritize short-term political orientations, often for immediate popularity gains, which compromises the long-term vision needed to achieve the SDGs. [...] In our view, this analysis is essential to grasp the impacts of populism on the commitment of countries to the SDGs and to determine whether and how these commitments have been modified or reoriented under different administrations. The qualitative method is justified by its ability to provide rich and detailed data, allowing for a nuanced understanding of the political dynamics and decision-making processes involved in implementing the SDGs. [...] In Argentina, political oscillations between governments of opposing ideological tendencies have hindered the continuity of initiatives necessary to achieve the ODD. In Brazil, Bolsonaro's polarized policies have exacerbated social and economic divisions, making it difficult to adopt unified measures for sustainable development. Furthermore, the political uncertainty generated by these alternations and populist discourses discourages long-term investments, essential for achieving the ODD, and creates a climate of distrust towards institutions. In these circumstances, although the ODD provide a valuable framework for guiding public policies, their effective implementation is heavily influenced by political stability and the ideological orientation of the governments in power.
