The Portneuf regional county municipality (MRC) in Quebec has developed a multi-use land use strategy to balance conservation, forestry, and recreational activities.
[...] Access and management of the multi-use road network It is essential to maintain coordination for access to the territory via forest roads to ensure coexistence between different activities. This road network must be practicable for industrial activities and designed to avoid fragmenting habitats. Concerns may arise regarding the impact of the expansion of the road network on the territory's wildlife. To avoid such expansion, it is necessary to make significant and constant efforts for the maintenance of the road network. [...]
[...] It is notably traversed by several watercourses, including the Sainte-Anne, Portneuf, Batiscan and Jacques-Cartier rivers, which contribute to its hydroelectric potential. These rivers are tributaries of the Saint Lawrence River, which borders the Portneuf territory for 50 km. The economic dynamism of the territory is characterized by manufacturing, agricultural and tourism activities. Manufacturing activities are mainly concerned with the transformation of wood. Agriculture is predominant in the territory, which has the most farms, agricultural land and revenue generated from it, compared to other MRCs. [...]
[...] Outfitters The Portneuf Regional Natural Park and Seigneurie du Triton are two outfitters without exclusive rights. Several accommodations are available, including cottages by the water, ready-to-camp units, refuges, or rustic camping. Among the activities offered: hiking, adventure trail, wildlife observation, rock climbing, speleology, canoe-kayak-stand-up paddleboard. An interesting point is that there is no outfitter with exclusive rights in the UA 03771.8 In addition, the Portneuf Regional Park and the Seigneurie du Triton bring a notion of highly valued landscapes. The Seigneurie du Triton has been identified as an exceptional forest ecosystem9. [...]
[...] With the implementation of AIPL, through the designation of one or a few sites to practice more intensive silviculture, the timber industry will experience sufficient growth in activity to maintain and keep the roads in excellent condition. Figure: AIPL Zone Proposal. A second harmonization approach could be buffer zones around lakes and cabins. The Portneuf region has many cabins and popular water bodies during the summer season. Buffer zones can be developed (larger than the 20m riverine bands) to maintain a forest atmosphere for users and reduce the noise impact of operations. [...]
[...] The three zones mentioned in the previous table represent areas with high potential for conflict, due to the divergent, sometimes contradictory, interests of the stakeholders. We can continue the delimitation of the territory of Portneuf in two other zones, the zones with low potential for conflict, represented by non-cohabitation areas, such as the Portneuf Wildlife Reserve, where uses are mainly oriented towards conservation and regulated hunting. Thus, the zones of 'moderate cohabitation', when there are many actors and interests are not divergent, such as in certain peripheral sectors of ZECs or outfitters and vacation homes.
